Reducing the floor below 1 sat/vB lowers the cost of abuse while providing no real gain in security or efficiency. The present threshold is already a compromise against denial-of-service. Relay policy should not follow miner whims, but protect the network from uneconomical traffic. If the limit moves, it ought to move upward, in line with the cost borne by every full node.
